Section 508

It's the Feds!

If you produce videos or webcasts for federal agencies or receive federal funds for programs, you must comply with Section 508.

What is Section 508?

In 1998, Congress amended the Rehabilitation Act to require Federal Agencies to make their electronic and information technology accessible to people with disabilities. The amendment is known as Section 508 and it specifies the standards defining how Federal agencies must make their electronic and information technology accessible to people with disabilities.

For more detailed information visit www.section508.gov.

Who is affected by Section 508?

The law applies to all Federal agencies when they develop, procure, maintain, or use electronic and information technology. Under Section 508, Federal agencies must give disabled employees and members of the public access to information that is comparable to the access available to others.

How will this affect my video or multimedia program?

All government agencies must have their videos and other multimedia closed- or open-captioned for deaf and hard of hearing people and audio described for blind and visually impaired people. Multimedia products includes DVD, CD-ROM and streaming media.

All we want are the facts, Ma'am...

The FCC governs video transmissions over the airwaves or cables. Laws involving TV captioning are promulgated and enforced by the FCC.

If you like reading fine print, you can review the rules in detail. In addition, the FCC publishes good lists of general facts about captioning and audio description.
